Effective December 1, 2018, the Kansas Highway Patrol (KHP) and KDOR/DMV now require the $20 fee for MVE-1 out-of-state vehicle
Over the past few years, Kansas has sought greater efficiencies and has undertaken efforts to provide long-term savings in state government by seeking to privatize services that could be provided direct to the public by private entities. It was determined that the State could more directly serve dealerships and title services processing the bulk of transactions for motor vehicle titles by allowing a private company to do it. Thus, in the fall of 2015 a Memorandum of Understanding was reached with the State allowing KVTSC to undertake these title transactions.
In January 2016, Kansas Vehicle Title Services Company, LLC (KVTSC) opened its doors to motor vehicle dealers, auto auctions, and title service companies to provide the title processing that was formerly performed at the Docking State Office Building by the Division of Motor Vehicles. KVTSC now takes the place of the Kansas Division of Motor Vehicles to provide same day and 24-hour turnaround processing for Etitles, Duplicates, Reissues, Title Onlys, Salvage Titles, Repossession Titles, Possessory Liens, Mechanic’s Liens, Abandoned Vehicles, Storage Liens, Verifications, and Vehicle Histories for licensed Kansas entities (dealers, auto auctions, and title service companies).
In February 2017, KVTSC began offering title processing services to the general public and businesses who do not have a state issued dealer license.
Title processing continues through KVTSC in the same fashion that it did when this processing was performed by the State of Kansas and, in fact, is processed within the state database itself after being accepted and transmitted through KVTSC
